This is the former Exchange (AAFES, Post Exchange) at 102 Griffith St, Fort Monroe, VA.
This Exchange opened in 1985, and closed on August 31st, 2011 during the sitewide closure of Fort Monroe as part of the Base Realignment and Closure.
Fort Monroe was active from 1823-2011, and initially established in 1609 making it the one of oldest Army base in the United States.
While the store was open during the transition from the name AAFES to The Exchange, I doubt it was formerly rebranded pending its closure.
